I have a family friend who lives abroad who is a British citizen and would like to take his Masters in England. We wanted to find out what discounts/ financial aid he may be entitled to.

Presumably he doesn’t pay UK Income Tax, so hopefully he’s not entitled to any discounts. I’m not too sure why he would think that we are going to prop him up, when there is a recession in progress and budget cuts are being announced on a daily basis.
Last I checked just holding a passport and not paying taxes in a country doesn’t make you eligible to receive jack-diddly-squat in the way of aid/discounts/freebies.
He would have to be resident here for the last three years in order to qualify for student finance. Being a British citizen does not matter. That would be for an undergraduate degree anyway. There is NO finance available for a Masters apart from the odd scholarship but I think you would find those impossible to get from overseas.
